Shoddy

Fibre recovered by shredding used or offcut fabric back into loose material that can be spun again. The word is a textile term rather than an insult — though the modern sense of "shoddy" as poor quality comes directly from it, because respun fibre is shorter and weaker than virgin fibre and the cloth made from it was cheaper.
Shredded back to fibre
Fabric clippings from cutting rooms, or collected used garments, are sorted by colour and composition and then mechanically shredded until they return to loose fibre.
Sorting by colour matters, because respinning pre-sorted fibre avoids dyeing the result — which is most of the environmental saving.
The fibre is then respun, usually blended with virgin fibre to give the yarn enough strength to hold together.
Why it is weaker
Shredding breaks fibres. A cotton fibre that started at 1 1/8 inches comes out of the process considerably shorter.
Short fibres make weaker, fuzzier yarn with more ends standing off the surface, which pills more and feels rougher.
That is why shoddy is blended rather than used alone, and why the word acquired its everyday meaning.
Where it sits now
Recycled-content blanks are a real and growing category, and much of the recycled cotton in them is mechanically recovered fibre of this kind.
A spec sheet will usually state the recycled percentage. A high recycled cotton content and a soft hand are hard to have at once, which is worth knowing when a claim looks too good.
Recycled polyester works completely differently — it is melted and re-extruded rather than shredded, so the new fibre is full length and the strength penalty does not apply.
